Kupwara, Jul 3: In a significant administrative move, the Chief Medical Officer (CMO) Kupwara has issued a circular ordering the cancellation of all attachments of health department employees; both regular and NHM (National Health Mission) and directed their immediate return to original places of posting.

The directive, issued vide Circular No. 4245-61 dated July 3, 2025, is in compliance with Government Order No.HD/Gaz-Misc/2023 dated October 30, 2023, and further communicated by the Directorate of Health Services Kashmir through its order No. Est/3/1-133/5346-66 dated 30/10/23

As per the circular, any employee attached to offices or institutions in contravention of their official place of posting shall be detached with immediate effect. All Drawing & Disbursing Officers (DDOs), Block Medical Officers (BMOs), and Medical Superintendents have been instructed to ensure strict compliance with the order.

Speaking to Greater Kashmir, MLA Langate Sheikh Khursheed welcomed the latest circular issued by the Chief Medical Officer (CMO) Kupwara cancelling all attachments and directing immediate rejoining at original places of posting. "The order must be implemented in letter and spirit so that those officials enjoying convenient postings at their will are made accountable," he said.

While appreciating the CMO for taking a firm stand, the MLA reiterated that real change will only come with on-ground enforcement.

Expressing serious concern over the deteriorating condition of PHC Monabal, MLA Langate Sheikh Khursheed has lambasted the health department for allowing the facility to become “practically defunct” due to repeated staff attachments and administrative negligence. "The people of Monabal and other rural belts cannot continue to suffer due to bureaucratic leniency. The health department must ensure that all officials posted at PHC Monabal return immediately and resume their duties in the larger interest of public welfare," he added. Referring to the recent order(Estt-3/1-133/2930-33 dated 10/05/2025) through which a medical officer posted at PHC Monabal was attached to SDH Sogam, the legislator said such decisions have badly hit primary healthcare delivery in the area and must be reversed without delay. Sheikh Khursheed urged the Health Department to carry out periodic audits and strict monitoring to prevent misuse of staff positions, especially in underserved and peripheral areas like Monabal.
