CISF expands mandate, starts taking over security of J& K prisons

Srinagar, Jun 11: In a move aimed at strengthening internal security infrastructure in Jammu and Kashmir, the Central Industrial Security Force (CISF) has officially started to take over the security of Jails , marking a new chapter in its expanded mandate within the Union Territory. After successfully managing security operations at the Airports in Jammu and Srinagar, the CISF is now stepping into correctional facility protection, beginning with one of J&K’s most sensitive prisons. The decision comes against the backdrop of increasing security challenges and rising inmate populations in J&K’s prisons.

The Jammu & Kashmir Prisons Department currently oversees 14 operational prisons, including two Central Jails, ten District Jails, one Special Jail, and one Sub Jail.

While these facilities have a combined lodgement capacity of 3,629 inmates, the actual number currently exceeds 5,300—posing serious challenges to prison management and safety. The Srinagar Central Jail, often considered a high-security institution due to its history and inmate profile, is now under the protection of CISF personnel who bring with them years of expertise in guarding critical infrastructure. Known for their disciplined, layered security protocol at airports and industrial installations, the CISF’s entry into prison security is being hailed as a proactive step to bolster vigilance and prevent radicalization or unlawful activities within correctional facilities. “We also secure you where we don’t want you to be. Our role is not just about keeping threats out, but also ensuring that inmates are securely housed, and that law and order within the facility is upheld to the highest standards,” a senior CISF official said here. “We are gradually taking over security of other jails in J&K.” In line with this expanded role, CISF troops have been deployed at key entry and exit points, watch towers, and control rooms, working alongside jail authorities to ensure seamless coordination. Advanced surveillance systems, sniffer dogs, and rigorous screening protocols are now part of the new standard operating procedures.

The takeover also coincides with reforms within the prison administration. The Government of Jammu and Kashmir recently notified the Prison Manual, 2022, aligning local practices with the national Model Prison Manual. This comprehensive document lays down revised protocols for the superintendence and management of prisons in the UT, focusing on inmate welfare, reformative programs, and institutional discipline.

The Prisons Department continues to manage the correctional and rehabilitation aspects of incarceration. It operates the Institute of Correctional Services at Mishriwala, which offers basic and refresher training for prison staff and runs a Holding Centre under its jurisdiction.

Experts believe this partnership between CISF and the Prisons Department could serve as a model for future jail security frameworks in other sensitive or overcrowded regions of the country.
