Srinagar, Sep 17: Chief Secretary Atal Dulloo today launched Sewa Parv—a citizen awareness campaign on Cyber Security and Digital Literacy—to be rolled out across Jammu and Kashmir through Common Service Centres (CSCs) under the aegis of the IT Department.

The initiative, attended by senior government officials including the Commissioner Secretary Social Welfare, Secretary IT, CEO JAKEGA, DG Budget and MD KPDCL, seeks to equip citizens with essential knowledge of safe digital practices, cyber hygiene, and secure online engagement.

Outlining the Action Plan, Secretary IT Dr Piyush Singla said over 8,999 CSCs covering every village of the UT would drive awareness programmes at panchayat, block and village levels. Each district will host 40 workshops in higher education institutions and colleges, with sessions catering to 100–150 participants and led by experts and senior government officers. Special digital awareness vans and e-carts will also reach remote areas.

Workshops at Jammu University and Kashmir University, each engaging around 500 participants, will be conducted with IIT/IIM experts. Campaigns will run from 17 September to 2 October 2025, using posters, infographics and other IEC materials. Monitoring teams at district and divisional levels will oversee implementation.

Reviewing CSC services, the Chief Secretary emphasised their role in last-mile delivery of citizen-centric services. He was informed that J&K currently has 24,022 registered CSCs, of which 15,122 are active, in addition to 314 Bank BCs, 20 district-level ASK centres, 70 block-level centres and over 70 Urban CSC locations.

In 2024–25, CSCs enabled 3.4 lakh Aadhaar service transactions, 14 lakh AEPS transactions worth Rs 247 crore, 4.7 lakh micro-ATM transactions worth Rs 146 crore, 99,960 Bank BC transactions worth Rs 26.4 crore, 29,000 DBT transactions worth Rs 9 crore, 24,200 insurance and loan services worth Rs 56 crore, and 13 lakh G2C/B2C service transactions worth Rs 77 crore.

Through doorstep delivery under the Digidost service, 37,530 appointments were booked, of which 32,712 were successfully completed. CSCs also facilitated 28,323 skill and education transactions and 2.8 lakh Tele-Law cases.

The centres have played a pivotal role in implementing flagship schemes. Under PM Surya Ghar, 2.43 lakh households were surveyed for solar benefits; under PM Vishwakarma Yojana, 4.74 lakh artisans were enrolled; and under E-Shram, 36 lakh unorganised workers registered.

CSCs also supported enrolment of 71.6 lakh beneficiaries under Ayushman Bharat, 7.6 lakh farmers under PM Kisan, 1.19 lakh under PMFBY crop insurance, and 12.7 lakh students through digital scholarship applications on the National Scholarship Portal. In addition, 13,437 beneficiaries were identified under fisheries and allied activities through the National Fisheries Development Programme.

The Chief Secretary said the Government remains committed to expanding digital inclusion and ensuring citizens are equipped to safely and effectively participate in the digital economy.
