CEO Baramulla directs private educational institutions to adhere on FFRC directives strictly
Baramulla, Apr 12: In order to curb unregulated fee practices, the Chief Education Officer (CEO) Baramulla, Altaf Hussain Tara, Saturday issued a circular mandating all private educational institutions in the district to adhere strictly to the directives of the Fee Fixation and Regulation Committee (FFRC).
The FFRC, established under the Jammu and Kashmir School Education Act, 2002, is the sole authority for approving and regulating fee structures in private schools across the Union Territory.
“No private institution is allowed to charge or revise fees without the explicit approval of the FFRC,” the circular reads.
It further warns that unauthorized fee hikes, capitation fees, or donations beyond the approved structure will be treated as serious violations, attracting strict legal consequences.
To ensure effective implementation, all Zonal Education Officers (ZEOs) across Baramulla have been directed to, monitor and enforce FFRC guidelines in private institutions within their respective zones.
“Collect and verify fee records to confirm compliance. Report any violations, overcharging, or unauthorized collections to the CEO’s office,” reads the circular.
It has been highlighted to educate school managements about their legal responsibilities and the consequences of non-compliance.
The circular also mandates that approved fee structures must be visibly displayed on school notice boards and official websites for transparency.
“This move aims to protect parents and students from financial exploitation and uphold fairness in the education sector,” the CEO said.
