Jammu, Jan 5: A “Centre for Transformation and Innovation in Governance in J&K”, involving experts, consultants and researchers for undertaking various activities in different domains and priority areas, is on the anvil in J&K.

Indian Institute of Management (IIM) Jammu will be the knowledge partner for setting-up this Centre for Transformation and Innovation in Governance (CTIG).

In this connection, a high-level four-member panel has been constituted for preparing a draft Memorandum of Understanding (MoU) to be signed with IIM Jammu and other knowledge partners with regard to its (CTIG’s) establishment in J&K.

Setting-up of CTIG is aimed at addressing all the concerns and activities being proposed, already proposed under State Institute of Transformation (SIT), Public Private Partnership (PPP) expert cell and Future Ready Governance (FRG) unit besides other issues under one umbrella i.e., CTIG.

The panel will comprise Administrative Secretaries of Finance department; Information Technology department; Planning, Development and Monitoring department and the Department of Law, Justice and Parliamentary Affairs.

The Committee will be serviced by the Planning Development and Monitoring Department and will submit the finalised draft MoU for approval of the competent authority.

It has been tasked to prepare a draft MoU to be signed between IIM Jammu as anchoring knowledge partner and Planning Department after mutually agreed terms.

IIM Jammu, identified as knowledge partner for setting-up of CTIG, which will involve experts, advisors, consultants, retailer consultants, researchers and interns etc, may collaborate with other knowledge partners such as I IT Jammu, SKUAST Kashmir, IUST, BISAG etc to achieve the desired end results, as defined by the government

from time to time.

The priority areas for the panel, to be defined by the government, inter-alia include holistic development in agriculture sector; creation of more micro-enterprises and facilitating them to become small and medium enterprises and strengthening of cooperative sector and skill development.

The panel will work on some niche areas; will identify at least 10 new tourist destinations each in Kashmir and Jammu divisions and develop them into world famous destinations through creation of necessary infrastructure.

Credit flow availability and utilization; contract management; monitoring and evaluation; expanding employment, revival of PSUs, Cooperative Society etc will encompass its terms of reference.

The draft MoU will be designed to clearly define Nucleus (Group of Institutions); continuity in knowledge sharing; cost involved and outcomes expected (predefined outcomes) as well as clearly spell-outing roles and responsibilities of each partner.

There is a provision for hand holding or assistance from Bhaskaracharya National Institute for Space Applications and Geo informatics (BISAG-N) Ahmedabad where ever required for which team of experts from BISAG can be embedded in IIM Jammu.
