CAT removes promotion bar on Associate Professors, Professors in GMC Jammu
Jammu, Jun 16: The Central Administrative Tribunal (CAT) Bench in Jammu has permitted the government to make promotions to the post of Associate Professors and Professors in Government Medical College Jammu.
A bench comprising Rajinder Singh Dogra Member (Judicial) and) Ram Mohan Johri, Member (Administrative) has modified its order dated January 29, 2025 whereby promotions were stalled across all departments of Government Medical College (GMC) Jammu.
Some aggrieved candidates had moved an application for modifying the order so that they could be considered for promotion in their respective disciplines against the higher posts of Associate professors and Professors in GMC, Jammu. On behalf of these candidates, Advocate Sheikh Shakeel Ahmed, argued that the earlier interim order had unfairly put on hold promotions in unrelated departments. The applicants, who belong to various specializations like Orthopedics, Pediatrics, Medicine, and Anesthesia, claimed they were not heard before the stay was imposed based on a plea from three faculty members of the Radiation Oncology department, Advocate Shakeel said.
The tribunal had put on hold the promotions across all departments of Government Medical College Jammu after Dr Rahul Sharma through his counsel contended that juniors were promoted as Principals in various GMCs despite him being confirmed as Associate Professor in 2013, while others were confirmed after 2016. “The interim order dated 29-01-2025 is modified by providing that the official respondents shall be at liberty to make promotions to the post of Associate Professors and Professors in Govt. Medical College jammu ,” the tribunal said after hearing the parties. However, the tribunal directed the government not promote or appoint any Professor confirmed by D.P.C / P.S.C after January 1, 2016 as professor, to the post of principal Government Medical College Jammu or through lateral entry in newly set up medical colleges that is GMC Doda, Kathua, Udhampur, Rajouri and others.
