Srinagar, Feb 6: Jammu and Kashmir Chief Minister Omar Abdullah on Friday said the government is finalising a policy for the establishment of private universities in J&K to expand access to higher education and strengthen the skilled workforce.

CM Omar Abdullah said this while presenting budget for 2026-27 financial year in the Legislative Assembly.

The move is seen as a major boost to the private education sector as thousands of students move to outside colleges and universities to pursue higher education courses.

“A Policy for the establishment of private universities is being finalised to increase access to higher education and boost creation of skilled workforce,” CM Omar Abdullah said.

He said that four Research Hubs in Jammu Division and three Research Hubs in Kashmir Division are being upgraded to expand research capacity in line with NEP aspirations.

“The honorarium of Vocational Instructors has been enhanced, reflecting our commitment to recognising the role of skilled educators in strengthening employability and vocational education,” he said.

He said that the government provisioned Rs 30 crore for establishing 5,000 Kindergartens with child-friendly infrastructure.

“Around 1735 Kindergartens were set up in 2025–26 and 7,672 schools received child friendly furniture,” he said.

He said that additionally, 188 modern Kindergarten buildings worth Rs 122 Crores have been sanctioned under Samagra Shiksha.

“To build a stronger research ecosystem, 22 Lead Research Colleges have been identified for equipping them with laboratories and academic infrastructure in alignment with NEP standards,” he informed the Assembly.

In the latest budget, the School & Higher Education sector has been allocated Rs 1,513 crore under capital expenditure for 2026-27.

“Five new ITIs will be developed as Hub it is under the new Central scheme, which will serve as specialized centres for advanced technical training, high-end skilling, and industry-linked vocational education,” CM Omar Abdullah said.
