Amit Shah to unveil national cooperative policy 2025 on July 24
New Delhi, Jul 22: Union Home Minister and Minister of Cooperation Amit Shah will unveil the National Cooperative Policy 2025 at an event scheduled to be held at Atal Akshay Urja Bhawan in New Delhi on July 24. The launch event will be attended by members of the policy's drafting committee, heads of national cooperative unions, and senior officials from the Ministry of Cooperation, National Cooperative Development Corporation (NCDC), National Council of Cooperative Training (NCCT), and Vaikunth Mehta National Institute of Cooperative Management (VAMNICOM).
The new policy is expected to be a milestone document that sets the course for India’s cooperative sector for the next two decades (2025–2045).
The policy has been developed under the leadership of Prime Minister Narendra Modi and the guidance of Mr. Shah, with the goal of reviving and modernizing the cooperative movement at the grassroots level. The government sees the updated policy as a strategic response to rapid global and domestic changes since the first National Cooperative Policy was introduced in 2002. In the past 20 years, technological advancements, globalisation, and evolving economic conditions have reshaped India’s socio-economic landscape, prompting the need for a renewed and future-ready cooperative roadmap. According to the Ministry of Cooperation, the policy’s core aim is to make cooperative institutions more inclusive, professionally managed, future-ready, and capable of generating large-scale employment and livelihood opportunities, particularly in rural India.
A 48-member national committee, chaired by former Union Minister Suresh Prabhu, was constituted to draft the new policy. The committee included representatives from national and state-level cooperative federations, multi-sector cooperative societies, government departments, and academic institutions. To ensure a participatory approach, the committee conducted 17 meetings and 4 regional workshops in Ahmedabad, Bengaluru, Gurugram, and Patna. It also evaluated over 648 suggestions from stakeholders, many of which were incorporated into the final policy. Officials describe the National Cooperative Policy 2025 as a key step toward realizing the vision of “Viksit Bharat 2047”, by positioning cooperatives as vital engines of inclusive development, economic resilience, and rural empowerment. The upcoming rollout is expected to bring structural reforms and clearer direction to the sector, which plays a significant role in India’s agriculture, dairy, housing, credit, and small industry ecosystems.
