2 Commissioners, 6 Directors, Special Directors, Additional Directors to be recruited by promotion

Jammu, Oct 12: Appointment against two newly created posts of Commissioners and six posts of Directors, Special Directors, Additional Directors, notified under new “Jammu and Kashmir Police (Gazetted) Service Recruitment Rules, 2024”, aiming at restructuring of cadres, will be made by promotion.

As per the new Rules (as provided in Rule 5(A) of the rules), mode of recruitment under General cadre, in case of Commissioner (s) (Super Time Scale – II) – Level 14 (144200-218200), will be by promotion “from Class II with 3 years of service in that Class or cumulative Gazetted service of 21 years, on the recommendations of the first Selection Committee (headed by the Chief Secretary).”

Similarly, under General cadre, in case of posts of Director, Special Director and Additional Director (Super Time Scale – I) Level 13A (131100-216600), mode of recruitment will be by promotion “from Class III with 2 years of service in that Class or cumulative Gazetted service of 18 years, on the recommendations of the first Selection Committee (to be headed by the Chief Secretary).”

Posts of Commissioners will be equivalent to the rank of IGP while those of Director, Special Director and Additional Director will be equivalent to DIG rank and to become eligible, for these posts, JKP Service officers don’t have to wait for induction in IPS, as earlier was the case.

As per Schedule-I, General Cadre will have two posts of Commissioner- Level 14 (144200-218200) and they will include Commissioner Civil Military Liaison and Commissioner, Investigations, Human Rights.

Besides it will have 6 posts of Director/Special Director/Additional Director- Level 13A (131100-216600).

They will include Special Director, Anti Corruption Bureau; Director Civil Defence and SDRF, Kashmir; Director Home Guards, Jammu; Director Home Guards, Kashmir; Additional Director, State Investigation Agency (SIA) and Director, Commando Training Centre, Lethpora.

According to officials, news rules aim at restructuring cadres besides a structured and transparent recruitment process.

Under the new recruitment rules, appointment to the JKP Service will be made by “direct recruitment; or by promotion; or partly by direct recruitment and partly by promotion” as per the specified ratio and the manner.

All the posts under direct recruitment will be filled through Jammu and Kashmir Public Service Commission (JKPSC) through its Departmental Promotion Committee (DPC) or Selection Committees of the (J&K) Home Department.

For this purpose, J&K Home Department will also constitute two Selection Committees, including one headed by the Chief Secretary.
