Agriculture dept’s dismal performance: 50% funds left unspent in 2017-18

The J&K government on Friday informed the House that 50 percent funds in agricultural department remained unutilised during the year 2017-18.

This was revealed in a written reply of minister for agriculture Ghulam Nabi Hanjoora to a query raised by PDP MLA Abdul Majeed Padder during the question hour of the Lower House.

The minister in his written reply said that the agriculture department has spent only Rs 8191 lakhs out of Rs 16674 lakh sanctioned under the Capex budget and centrally sponsored schemes during the 2017-18 financial year.

The reply from the minister stated that of the Rs 420 lakhs released for agriculture in Jammu division under the Capex budget only Rs 206 lakhs have been spent while as Rs 205 lakh were utilised out of Rs 420 lakhs released for Agriculture department in Kashmir division.

The minister further informed the House that only Rs 37 lakhs out of the Rs 62 lakh released for Sericulture were utilised during 2017-18.

The reply states that the department has also failed to spend 72 percent of the funds released under the JK Agros in the Capex budget.

“Out of Rs 207 lakh released only Rs 60 lakh have been spent,” the minister in his reply said.

He said the SKAUST Jammu, as well as Kashmir, have only spent 50 percent of their funds released under the Capex budget.

“Under the National Mission on Sustainable Agriculture, a centrally sponsored scheme, the department has spent Rs 102.5 lakh out of Rs 316 lakhs released under the scheme,” the minister said.

The minister informed that the department failed to utilised funds released under the National Mission on Oil Seeds and Oil Palms. “Rs 20 lakhs were released under the scheme but remained unspent in the department,” he said.

He said under the integrated scheme for development of Sericulture Industry, the department has only spent Rs 133.70 lakhs out of Rs 608 lakh released.

The Minister informed the House that Rs 25 crore released under the Pradhan Mantri Fasal Bima Youjna remained unspent in the department.

“The department has spent Rs 931 lakh out of Rs 2248 released by the central government for Pradhan Mantri Krishi Sinchayee Yojna,” the minister in his reply said.

In the National Mission on Agriculture Extension and Technology, the department has spent Rs 985 lakh out of Rs 2115 lakh released under the scheme.
